The One Kiss One Voice: Youth Congress for Health is about young people standing up and speaking out. Organised by the European Cancer Patient Coalition, in partnership with the European Youth Forum and the Alcohol Policy Youth Network, it will be held on 22ndand 23rd of March in Brussels, Belgium.
The aim is to show that young people can teach policy-makers a great deal about successfuly communicating health messages and scientific data that are generally communicated ineffectively, disregarding popular channels, and not catering to the needs and mindset of youth.
As such, they are inviting a number of talented delegates from across the European Union to discuss and to put together a guide for policy-makers on this matter during the congress. Participants will be debating such subjects as the communication of scientific facts and data in a comprehensible and meaningful way, how health campaigns could be used to make a tangible impact on young people, and what the focus in these messages ought to be.

European Portfolio for Youth Leaders and Youth Workers
MIJARC Europe has received already a free copy of the Council of Europe publication “Portfolio for Youth leaders and Youth Workers” and is willing to advise all youth leaders and youth workers to ask your own copy, use it and divulgate it as widely as possible.
The European Portfolio for youth leaders and youth workers is an initiative of the Council of Europe in cooperation with experts and partners such as the European Commission and the European Youth Forum. It provides youth leaders and youth workers in Europe, volunteers or professionals, with a tool which can help them identify, assess and describe their competencies based on European quality standards.
In using this portfolio, youth leaders and youth workers will not only contribute to the recognition of their experience and skills but also to efforts to increase the recognition of youth work and non-formal education and learning.

Big scale young farmers try to find ways to reduce their carbon emissions: CEJA is presenting the project "Climate Farmers". They promote changes in animal feeding, the preservation of green lands, the production of agro-fuels, the improvement of the animals genetics, and several other solutions based on high technology and good practices.

To mark the International Day of Human Rights, which took place on December 10, FIAN International (and European sections including FIAN Belgium), supported by the international peasant movement Via Campesina, launched an art competition: Stop Impunity - Hunger on Trial!
What is this contest about?
Stop Impunity - Hunger on Trial aims to point the finger at the lack of justice and the continued impunity for violations of the right to food, causing hunger and malnutrition.
We are asking participating artists to film or photograph their artistic interpretations of impunity and send their creations (all types of art: painting, photo, poem, film, sculpture,etc.)
at the following address: fian(at)stop-impunity.org.
Participation is free and open to all persons at least 18 years.
What are the deadlines?
Participants have the opportunity to send their creations until February 10, 2012.
Voting will start from February 17 to March 15, 2012.
Of the ten works of art that collect more votes, a jury will select three winners.
The works of the three winners will also be exhibited at a public screening on the occasion of International Day of Peasant Struggle, April 17, 2012, and used by FIAN and La Via Campesina to promote the right to food and the fight against impunity on their websites, in their reports and at public events.

By this issue we would like to share with you our happiness that MIJARC Europe celebrated its 15th anniversary of official existence on the 28th November 2011. MRJC France together in the cooperation with MIJARC Europe network implemented the Training session “Think of Europe to facilitate youth employment in rural areas!” which held from 15th till 18th December 2011 in Paris, France by the support of Youth in Action Programme.
The main theme of the whole event was “A European dimension for Youth Employment in rural areas”. The participants were separated into 3 working groups: Common Agricultural Policy (CAP), European Voluntary Service (EVS) and Youth Employment where they had the opportunity to share realities, best practices, exchange ideas and discussions on the topics.
For each working group was organized a special field visit. The CAP working group has a meeting with woman responsible for new Common agricultural policy and lobby process. EVS working group visited a French National Agency and Youth Employment working group was warm welcomed by French National Youth Council.
A joint session with all working groups and a special group of MRJC also discussed the trends of youth unemployment, starting with a round table with experts, followed by the presentation of conclusions by the Youth (un)employment working group. All working groups gathered the conclusions and shared them by World Café together with MRJC group.
After presentation of outcomes of each working group all participants took a role in preparation on first draft of flyer called “Young, bright …unemployed” including the reasons of youth unemployment, job opportunities for young people and ideas of recommendations and improvements.
Many non-formal methods like International and French evening, games, ice breakers and energizers contributed to make this event a wonderful and fruitful training session full of ideas for future projects to facilitate job opportunities.
Paris, 14th December 2011 // Today, the European Youth Forum, in cooperation with MEPs, various civil society and youth organisations, issued a call to action to tackle youth unemployment, by launching the European Quality Charter on Internships and Apprenticeships, during a conference organised with the support of the OECD.

MIJARC Europe symbolically celebrates today its 15th anniversary.
Indeed, MIJARC Europe exists since much longer ago. But only in 1996 it was officially registered in the Belgian Chamber of Commerce (Moniteur Belge) as non-profit organisation. This milestone in MIJARC Europe's history it meant an economic and political independence from MIJARC World, initiating a new life cycle, with all its pros and cons.
Within these fifteen years of existence MIJARC Europe has passed through many bad and good times, but still it remained the place where the European rural youth could exchange information, knowledge and experience and indeed is the stage where the rural youth can express its opinion on the important and essential topics concerning the development of the rural areas.
Additionally, in the last 15 years MIJARC Europe was striving to put the voice of its members on the political agenda of the international and national institutions involved and directly related to the development of the rural areas. And we, the current European Team of MIJARC Europe, we believe that our predecessors have succeed to indeed bring and keep the topic of rural development under the spot light of the important actors such as the European Parliament, the European Commission, the United Nations and so on.
Nevertheless, it couldn't have been possible for MIJARC Europe to sustain its work and to significantly increase the quality of its work without the involvement of all the member movements. Therefore, we would like to thank to all the organizations, the ones who have established MIJARC, the ones who have joint MIJARC on later stage and last but not least the ones who for one reason or other are not part of our small but very committed family! You are the ones who have shaped MIJARC Europe, you are the ones who are shaping MIJARC Europe and you are the ones who will create the future of MIJARC Europe, there we would like to say one big thank you for all you have done in order to be able to see MIJARC as it is now and we would like to say that we strongly believe that you will keep being an important part of the life of MIJARC and you will support the mission of our movement in future!

How many of you have already participated in activities supported by Youth in Action?
How many of you are linked somehow to a youth organisation which work plan depends a lot on the Youth in Action Programme?
This programme that supports youth activities is at stake! In 2014 it will be initiated a new cycle of programmes by the European Commission and at the moment everything is being decided (budget, structure,...).
Many actions have been taken by stakeholders to show the wish of youth and youth organisations relatively to the next programme, but things are not getting exactly as we wished for.
The European Commission has proposed a merged programme with the Life Long Learning programmes (Leonardo da Vinci, Erasmus, Grundtvig,...). This means a depreciation of the Non-Formal Education and youth organisations' work.
The European Youth Forum has launched an appeal to all individuals and youth organisations for advocacy actions towards media, the European Parliament and the EU member states for an independent YOUTH IN ACTION PROGRAMME for non-formal education, youth work and democratic youth organisations and an ambitious European Youth Employment Plan.

On the 25th October 2011, Claire Quintin, President of MIJARC Europe, attended a political debate in the European Social and Economical Committee in Bruxelles, called: “Legislative proposals about the CAP, will they answer the challenges and expectations of European farmers-citizens?”
This political debate, organized by the European Coordination Via Campesina (ECVC), was a good opportunity to understand better the ambition and innovations of the CAP for the reform 2013.
The session started by a presentation of the draft reform by M. Pierre Bascou, working for the European Comission DG Agri. He explained that the challenges the new CAP wanted to answer were: a viable agricultural production, the management of natural resources and a territorial balance between rural areas and cities. The measures taken in the CAP to answer these challenges work on 3 fields: the competitivity of the agricultural sector, more sustainability of the European farming and a simplification of the CAP (more efficient, simpler and more targeted). It includes some market regulations, a risk insurance for farmers, the structuration of food chains, the development of research, environmental conditionality of the aids (diversification, grass lands,etc.), a reinforcement of the pillar on rural development, direct aids targeting small farmers, active farmers, youth and environement.
After this presentation, Ms. Dilyana Slavona, from the European Social and Economical Committee, Ms. Geneviève Savigny, from ECVC, and Stanka Becheva from FoodSovCap network, expressed their opinion on the reform. Mostly, they raised the issue that the reform was hard with the increasing members of the EU. But also that despite a certain agreement on the objectives of the reform, the measures would not necessarily be ambitious enough to support small scale and sustainable farming, really help young people to set up farms or have a positive impact on rural development or the development of other continents.
Then the participants in the room had the chance to express their opinions or questions. They focused mainly on the question of “greening of the CAP”, the definition of an “active farmer” or “small farm”, and the risk of deleting the quotas.
Finally, M. Bascou recognized that the change of the CAP was a reform and not a revolution, which means that the general tendency of supporting a market-oriented agriculture would not change fundamentally. He added that strategically it was the best option to change slightly the objectives; a radical reform would never be agreed by the European Parliament, or would not be decided in a very transparent manner.
In conclusion: the general orientation of the reform is going a bit more in the sense of Food Sovereignty, but there is still a very long way to get an ambitious common agriculture policy that would really tackle the actual social, health, economical and environmental challenges our agricultural model is facing. And since we don’t change the general spirit, the same problems will probably be amplified.

• To activate rural young people in building sustainable rural areas
• To develop and support volunteering and employment opportunities for rural young people
Objectives:
• To inform rural youth on European policies and programs
• To raise European awareness among rural youth not only about the situation, but mostly about possibilities to change it
• To empower rural youth leaders to develop projects in order to facilitate rural employment in their national rural areas
• To train a pool of trainers for local communities (if you participate you are entitled to be a multiplier when you will be back home)
• To create mutual understanding and inter-cultural exchanges among rural young people in Europe
• To facilitate cooperation between national groups and leaders in Europe;
The Training Session will be developed in 3 working groups:
- CAP 2013 (Common Agricultural Policy)
> How the CAP 2013 will help or not young people to farm?
> What impact on local level the new CAP will have?
> How can young farmers and rural youth promote an agriculture that will
create rural employment?
- EVS (European Voluntary Service)
> How EVS can be a way to acquire competences?
> How this experience, as an example of non-formal education, can
enrich rural youngsters and facilitate their job opportunities;
> How EVS can be a tool for the youth network of MIJARC Europe and
how to implelment activities on national level or to host someone;
> Exchange experience and share best practicies.
- Youth (un)employment
> Sharing the realities of different countries by multimedia presentation
“Youth, bright …unemployed?” and the most frequent causes of youth
unemployment in rural areas;
> Exchange of experiences, methodologies and best practices among
MIJARC Europe network;
> Exchange of information on project opportunities at European level –
organizations, possible partners, foundations
> Possibilities to start a common project between some movements of
MIJARC Europe.
Participants are searched with the following profile:
-be aged 18 to 30 years old;
-be a youth worker, youth leader or board member in our partner organisations from Belgium, Bulgaria, France, Germany, Hungary, Poland, Spain, Portugal or Romania
- priority is given to participants from rural areas and/or working with rural young people;
- able to communicate in english. Translation can be provided upon antecipated request;
- motivated to develop knowledge and skills on training and to share experience with other participants;
- willing to meet and make new friends with other European rural young people;
- able and committed to attend the full duration of the training session;
This activity receives the financial support of the Youth in Action Programme of the European Commission
International 4-H Youth Exchange (IFYE) programs offer an opportunity to experience a truly exchange of cultures and ways of life.
IFYE Representative programs are for individuals 19 to 30 years old from across the United States, Africa, Asia, Europe, Latin America, and the South Pacific to learn about life in other lands. Typically the experience lasts 3 to 6 months. Participants in these programs live and work as part of the family. Participants move to a new family every 3 to 5 weeks, so they can gain a broader perspective about life in their host country.

Our member movement YMDRAB Bulgaria share with us their experience from their International training session “Let’s plant hope!” We put also a special emphasis on the topic of Volunteering. This summer, KLJB and MRJC are going to live something special ! For both of them, it's the year of their national meeting. In France, Le Festival des Boussoles will take place in Argenton-sur-Creuse from 8th to 10th July ! In Germany, myland, mydorf, maifeld will be in Ochtendung from 4th to 7th August. Taking this opportunity, MRJC and KLJB have decided to create a link between this two events ! Le-Die Tour was borned !
A rural road trip
This French-German road trip will be between 11th July to 4th August and will crossed 5 regions in France and 2 in Germany ! We aim to do more than 1200 km taking our time to travel ! We will experiment a different mobility such as hitch-hiking, hiking, public transports...
During this 3 week and a half, participants will do station on the differents areas crossed such as workshop, cultural visits, debates and common station with summer camp. For instance, doing some work in a village, visit a vineyard, discover an old church, meet farmers, philosophers...
Organised in partnership with the Youth in Action Programme, the foundation for the french-german friendship and the French-German Bureau for Youth (OFAJ/DFJW), Le-Die Tour is opened for people between 18 to 30. You can take part of it depending on your availability. It's 3€ for one meal and 4€ for the night and the breakfast ! We want to live it as a big roaming summer camp.

MIJARC Europe is sad and appalled about the tragic news that Hans Thomas Pospischil, the former Chaplin of KLJB Germany has passed away only few weeks after his farewell from the mandate for the movement. Our thoughts and prayers are with him, his family and friends. Hans Thomas was an active member as a leader in all levels of KLJB. In local, regional, diocesan and national level he accompanied and inspired many rural youngsters with his faith, his professional and life experiences.
We grieve for this loss and say goodbye to a good friend.
The Annual General Assembly of MIJARC Europe was held from 15th till 17th April 2011, in Bredene, Belgium, right after the Human Rights Seminar. During this GA Jürgen Westermann ended his mandate as member of the Executive Board of MIJARC Europe.

A warm welcome into MIJARC European Team!
MIJARC Europe’s Seminar on Human Rights took place from the 8th to the 15th of April 2011, in Bredene (Belgium), thanks to the support of the Council of Europe,Renovabis and KLJ, member of MIJARC Europe.
Twenty-eight people were involved in this activity, coming from Portugal, France, Belgium, Germany, Poland, Bulgaria, Romania, Macedonia, Croatia, Kosovo and Peru.
The first day was dedicated to the exploration of fears and expectations, get to know each other through games and a fair of organisations, where each country presented the association they belong to and the work developed and a general presentation about Human Rights. The following days the participants were split in three working groups:
- Promoting Human Rights through Non-Formal Education
- Gender Equality and Democratic Citizenship of Rural Youth
- Minorities and Cultural Equality
In each of them, leaded by a facilitator, the participants had the opportunity to get theoretical background information, listen to guest speakers, play pedagogical games, share realities in each country on the topics discussed and exchange ideas for future actions.
A full day was dedicated to field visits. A trip to Brussels allowed the whole group to visit the European Parliament with a guide presentation on its functioning and visit to the hemicycle. After this, each thematic group had the opportunity to see concrete projects already existing, dealing with the specific topics they were dealing with.
The culminating point of the seminar was the joint construction of a draft document analyzing “what did we noticed, what do we demand, how will we achieve it” for each topic discussed, that will serve as base for a political paper on Human Rights in rural areas. A collection of ideas for launching a campaign in 2012 was also preformed.
Both, participants and organizers, manifested to be very satisfied with the results, with the feeling (as always) that the event should have been longer in order to discuss deeper the topics and go further with the conclusions. But this seminar was only the catalyser for further actions we hope each participant will promote in their own countries, applying the knowledge they got during these days.

MIJARC Europe, together with a group of European civil society organizations launch the MISSING 4th option to the Communication of the Commission on the EU Common Agriculture Policy for 2014-2020.
This “MISSING option”, puts access to healthy food for all, stable and fair prices for farmers and consumers, ecologically sustainable forms of production, decreasing emissions of greenhouse gases and reducing the use of fossil fuels, and an end to destroying domestic markets for local producers in the Global South as a result of dumping at the heart of the policy.

The reform aims at making the European agriculture sector more dynamic, competitive, and effective in responding to the Europe 2020 vision of stimulating sustainable growth, smart growth and inclusive growth. The paper outlines three options for further reform.

You are young and you want to change the agricultural system? You are not alone and we have something for you… Next summer a European forum on Food Sovereignty called “Nyeleni” will take place in Austria. Its objectives are to strengthening, broadening and building a movement for Food sovereignty in Europe by:
- Reinforcing our common understanding of what Food Sovereignty means in Europe;
- Identifying common challenges and obstacles to Food Sovereignty in Europe;
- Constructing common strategies to make Food Sovereignty a reality in Europe.
The content of the forum is still to be built with local, national and international organizations working in the field of food and agriculture toward food sovereignty. This forum is your forum, its content will depend on you. And this process will need young people! If you are interested in participating to the preparation of this big event (by contributing to the definition of the topic, organize a workshop, help to spread the information…), please send as soon as possible an e-mail to fergal@eurovia.org
More specifically, a Youth workshop will be organized during the forum to strengthen youth perspective in food sovereignty. In our General Assembly in 2010 it was proposed the idea to create a Slogan for MIJARC Europe. Some good ideas already came up there, but we would like to open this call to everyone to participate in this process, since MIJARC Europe exists for its members at all levels. All proposals are welcome either from leaders or participants at national, regional or local level.
Remember, a SLOGAN is a short sentence, with few words, but meant to be catchy and unforgettable! You can give as much ideas as you want!
Regulation
1. The ideas will only be considered when sent to the e-mail: mijarcslogan@gmail.com with your identification (name, country and movement - if you belong to any)
2. You can send as many ideas as you want per e-mail and send as many e-mails as you want during the eligible period.
3. The eligible period for collecting your ideas starts on the 22nd of October and ends on the 30th November.
4. In December the European Team will choose the 20 best ideas and will open a public voting process.
5. The 10 ideas most voted will be presented to the European Coordination, in February 2011, who will vote for the winner Slogan for MIJARC Europe.
6. The prize??? Hum...your fame all around the World as being the author of MIJARC Europe Slogan! =)
MIJARC Europe reserves itself the right to use all the ideas sent to mijarcsolgan@gmail.com during and after the selection phase for marketing purposes of specific activities and to publish them on its official communication tools (Newsletter Magazine InfoEurope, website and Facebook).

MIJARC Europe is now looking for a new MIJARC World Secretary General! This is a great opportunity to make intercultural exchange and international contacts all over the world. If you are interested in working for an International NGO which supports sustainable agricultural development, youth policy and youth empowerment in rural areas and in a context of non-formal learning look the following links:
This year the Annual Summer camp of MIJAR Europe on the topic of “How can we give a better image to our rural village?” was hosted by EiR Poland from the 16th to the 22nd of August and brought together youngsters from six different European countries.
During one week-long the participants from our member movements from Belgium (KLJ), Bulgaria (YMDRAB), France (MRJC), Germany (KLJB), Poland (EiR) , Netherlands (Plattelandsjongeren.nl) and Portugal (JARC) had the pleasure and the opportunity to talk with special guests, as the Stronie Mayor and a polish candidate to the European Elections in 2009 (Mr. Stanyslaw Longawa), to present the realities of “Rural life in our European villages”, to work in three creative workshops – “Photography”, “Collage” and “Diorama”, to improve their knowledge about Europe and their rights as European citizens, youth migration, sustainable development, biodiversity and climate change.
Field-visits, sports, games and thematic evenings also contributed to make this week a wonderful and fruitful intercultural exchange of realities, thoughts, opinions and ideas for future projects.
We make a very positive balance of this project which, we think, exceeded both preparation team and participants’ expectations!
As a result of this Summer Camp a Solutions Folder will be published, containing the main conclusions (solutions) the participants found together to “give better image to our European villages”.

This European exchange has been organized by MIJARC Europe in cooperation with EiR Poland and supported by the European programme "Youth in Action".
This year's well-attended MIJARC Europe G.A. was held in June, in Brussels.
Some key decisions were taken such as a Carbon Offset fee to be paid by participants in MIJARC Europe activities, amendments on the membership fees for MIJARC Europe full-members, the affiliation of EIR Poland and the election of Damian Longawa as EIR European Coordinator (Welcome!).
The "communication committee", formed by decision on the last GA in Bulgaria, presented new proposals as the renewal of the website and the creation of a Best-Practice handbook with guidelines for project creation, leadership and intercultural exchanges. Also a mission statement and slogan were proposed and will be voted on the next European Coordination Meeting.
Finally, the Action Plan for 2010/2011 was approved unanimously by the General Assembly.
MIJARC Europe wishes very successful year of activities to all member movements and hopes to meet you in the next promoted events.
Food sovereignty Seminar Success! :
(Strabourg: 25/05/10 - 31/05/10)
The recent success of the Food Sovereignty seminar hosted in the European Youth Centre of the Council of Europe brought together eight different nations from all over Europe. France, Germany, Portugal, Bulgaria, Poland and contact movements from Nicaragua, Armenia, Norway were present in during the week-long seminar held during the last week of May 2010. The seminar was voted a unanimous success. It featured regular talks by experts, daily working groups, study-visits, games and many great discussions culminating in the writing of a political paper on Food Sovereignty. The political paper will be debated and voted on during the upcoming GA in Germany. This is the first of many seminars on Food Sovereignty organized by MIJARC Europe and it marks the first big step towards spreading the essential movement of Food Sovereignty.

Hi there!
I’m Ana Silva from Portugal, and I’m very happy and proud for being chosen to be the next MIJARC Europe Secretary. I’ve been involved in JARC Portugal since 2006 and I worked as part-time secretary in JARC Portugal office for one year (2008-2009).
My first direct contact with MIJARC was in a Summer Camp in Belgium, in 2008. Since then, I had the pleasure to become the Portuguese coordinator for MIJARC Europe and European Women Commissioner for MIJARC World.
From now on, working as European secretary, I hope to contribute significantly to MIJARC Europe’s expansion and spreading out. I hope to meet all the needs and expectations from your movement and, of course, to meet you personally on the next MIJARC Europe activities!

The Copenhagen conference has been presented as a complete failure of politicians to find a solution to global warming. But are politicians the only ones making politics? Hopefully not; many Non-governmental Organizations were also there, able to agree on common objectives in spite on their differences. With 2 main slogans "Climat Justice Now" and "System Change not Climate Change" the civil society proved that the peoples have answers to Climate Change...if only they would be more heard by governments!

It was the topic discussed by States during the FAO meeting which took place from the 16th to the 18th of November in Rome.
Because Civil Society had not been officially invited to this forum, she organized her own forum 3 days before the official summit in order to make her voice heard. Three questions structured the forum: Who has access to resources? How to produce? Who decides in food and agriculture policies? Who needs access to food?
Women, Indigenous People and Youth had a particular place in this forum. Claire Quintin, the new President of MIJARC Europe was there as an official delegate for the Youth. It was a great occasion to meet colleagues from MIJARC all over the world, especially our colleague from India who had the chance to read the civil society final declaration inside the official FAO summit!

A couple of days ago our Vice-President, Lyubomir Todorov came back from the COMEM of the European Youth Forum, which took place in Torino, Italy, 12-15.11.2009. This umbrella organization has two types of members INGYO, which is MIJARC Europe and National Youth Councils, the number of them is 99, based in different countries represented by different people. The aim of this meeting was to approve the budget of 2010 and the work plan for 2010. It was also discussed about the evaluation of the statutory bodies. Lyubomir participated in the working groups of E-society and Migration, trying to focus the attention not just on the youth, but especially on the rural youth. Exchanging experience and ideas, he tried to strengthen the relations of our organization with the other ones. As a feedback of the seminar Lyubomir states that the YJF is a very important place, where the people could hear about the needs and wills of the rural youth. So in future we will continue our active participation in the events organized by the European Youth Forum.

The working groups meeting organised by MIJARC Europe gathered 20 young people from Bulgaria, Poland, Portugal, Germany, France and Belgium.
During 3 days, they have had the opportunity to exchanges their realities and best practices in the 3 following fields :
1. Agrciculture and Food Sovereignty
2. "Glocal" development
3. Youth participation in rural development
Field visits were organized in Picardie to discover other best pratices: "the House of the solidarity economy" in Lachapelle aux pots, the associative café "L'ecume du Jour" in Beauvais, one AMAP from Oise.....
This working groups meeting was supported by the "Youth in Action" program.
